Villa Noruega, Altea Hills

Elite Contracting Group owns a hillside plot on Calle Noruega in Altea Hills, above the bay of Altea on the Costa Blanca, and is building a four-bedroom villa on it. The plot is 908 m². The house is 547 m² over three floors joined by a lift, with four bedrooms, four bathrooms, an infinity pool, and a 280 m² lower level cut into the slope beneath the living rooms, given over to a gym, a spa and a cinema.

It is one villa and one buyer. The house is sold off-plan, and until structural completion the finishes are still the buyer’s to choose. Elite is the developer, the builder and the seller: an English company, registered in London, company number 14046093, building in Spain.

The off-plan offer

€1,950,000 until structural completion, which is targeted for Q3 2027. At structural completion the price rises to €2,050,000. A reservation is €20,000. Handover is targeted for Q3 2028.

Spanish purchase taxes and professional fees are payable on top of the price. A new-build purchase in the Valencian Community carries VAT and stamp duty, and notary, registry and legal fees follow. Budget for these separately and confirm the current rates with your own Spanish lawyer — we will introduce one if it helps, but you are free to instruct your own and we would encourage it.

The villa is not yet built. Every image of it is a computer-generated impression. The full specification, the floor plans for all three levels, the payment schedule and the buyer’s legal position are set out on the villa page.

Investors

Elite owns the plot and the design, and is funding the construction of Villa Noruega alongside a small number of investors. The terms of that arrangement are set out in an information memorandum, which is not published on this website.

Under the Financial Services and Markets Act 2000 (Financial Promotion) Order 2005 we can send it only to people who qualify as certified high net worth individuals or as self-certified sophisticated investors, and only once the statement that the Order prescribes has been signed. If that describes you, the next step is set out here.

Villa Noruega — investor information

Nothing on this page is an offer, an inducement or an invitation to invest. The building licence has not yet been granted, the construction budget is Elite’s own estimate and has not been fixed against subcontractor quotations, and the value of the finished villa depends on a market that can fall as well as rise. Capital would be at risk and an investor could lose some or all of it.

Altea in context

Altea and the Costa Blanca, in numbers

Every figure below was read from its original source on 23 September 2026. Where a source publishes asking prices rather than recorded sale prices, it says so — the two are not the same thing, and the gap between them is wide.

Homes sold in Alicante province, 202554,767, the highest annual total in INE’s series, which begins in 2007, and 7.7% of all homes sold in Spain. Sales then fell 7.6% in the first half of 2026. INE

Two things it would be easy to overstate, so we will not. Altea’s asking prices rose 3.7% in the year to September 2026 — slower than Benidorm at 19.1%, Calpe at 13.0% or Jávea at 11.0%. Altea is not the fastest-moving market on this coast, and a growth rate borrowed from a neighbouring town is not an Altea figure. And asking prices are what sellers ask: recorded sale prices across Alicante province are considerably lower.

Why supply here does not simply respond

In July 2026 Altea’s council had a new Plan General Estructural definitively approved, replacing the plan that had governed the municipality since 1982. It reclassifies more than eight million square metres as non-developable — mainly the sierra and land of environmental and landscape value — and sets out to end the dispersed hillside model the old plan allowed, concentrating future growth around the Altea and Altea la Vella centres. Only 5.1% of Altea’s urban properties were built in 2010 or later, and 37.7% date from 2000 to 2009. New hillside plots of the kind Villa Noruega occupies are not going to become more plentiful.

Where the plot sits

  • Altea, in the Marina Baixa comarca of Alicante province. Population 24,592, of whom 39.1% hold a nationality other than Spanish.
  • About 77 km by road from Alicante–Elche airport, which handled just under 20 million passengers in 2025, and about 141 km from Valencia.
  • The AP-7 has been toll-free between Tarragona, Valencia and Alicante since the concession expired at the end of 2019.
  • Marina Greenwich, the Puerto Deportivo Luis Campomanes, sits in the Mascarat district of Altea with 543 berths; the Port of Altea has a further 846.
  • Four of Altea’s beaches and both of its marinas hold Blue Flag status for 2026.
  • Altea Club de Golf is at Altea la Vella, within the municipality. British schools at Alfaz del Pi and La Nucía are a short drive away.
  • The TRAM line between Benidorm and Dénia calls at Altea, the second-busiest of its seventeen stations.
